Safety in Hydrocarbons

The single most definitive goal of every enterprise in the oil & gas industry is safety.  Stating this while inaugurating the PetroFed seminar on ‘Safety in Hydrocarbon Sector: Drilling to Dispensing’ at New Delhi on August 12, 2010 Shri B. M. Bansal, Chairman, IndianOil stressed on constant monitoring and enhancement of standards and creation of a safety culture in every organisation.

The seminar was organised in association with OISD, BPCL, Cairn, GAIL, HPCL, Honeywell, IGL, IOCL, NRL, OIL, ONGC, PLL and RIL.

Addressing the inaugural session as the Guest of Honour, Shri P. C. Srivastava, Joint Chief Controller of Explosives, Petroleum & Explosive Safety Organisation (PESO) highlighted negligence, particularly at Retail Outlets, as the most common cause of accidents in the oil & gas industry.  In his theme address, Shri A. K. Hazarika, Director (Onshore), ONGC and Member of PetroFed Governing Council brilliantly brought out the changing dimensions of safety in E&P with activities spreading to more difficult terrain and deepwaters.

Welcoming participants earlier, Shri A. K. Arora, Director General, PetroFed stressed on continuous training and re-training of operating personnel at all levels.  Safety, he said, is integral to everybody’s function and the CEO heads it.

The seminar split into two parallel sessions after the inaugural – one focused on E&P and LNG and the other on refining and downstream operations.

The E&P segment had nine speakers in two sessions chaired by Shri A. K. Hazarika, Director (Onshore), ONGC and Shri C. S. Mani, Director (Technical), Petronet LNG Limited respectively.  The panel discussion was chaired by Shri B. C. Bora, former CMD, ONGC. 

The refining and downstream segment had eleven speakers in three sessions chaired by Shri Anand Kumar, former Director, IndianOil; Shri P. C. Srivastava and Shri K. K. Jha, Director (Pipelines), IndianOil.  The panel discussion was chaired by Shri M. B. Lal, Member Technical (Petroleum & Natural Gas), Appellate Tribunal for Electricity.

There was unanimity among participants in both segments that a culture of ‘zero tolerance’ in matters of safety, continuous training & re-training and change in attitude was imperative to avoid accidents in the hydrocarbon industry.  With increasing outsourcing of various tasks the responsibility of organisations enlarges to encompass the outsourced personnel in safety systems and procedures.

There was extended floor participation in both segments and a demand to make such a seminar atleast an annual feature.
