Indo-Japanese Conference
on
Fuel Quality and Vehicular Emissions

To learn from and leverage the Japanese experience on auto fuel quality the Petroleum Federation of India (PetroFed) organised a two-day conference on Fuel Quality and Vehicular Emissions in association with the Bureau of Indian Standards (BIS) on March 17-18, 2009 at New Delhi.  Technical collaboration for the conference was provided by the Japanese Automobile Research Institute (JARI) and the Ministry of Economy, Trade and Industry (METI) of Japan.  Several other Japanese organizations like JAMA, JASO, JISC offered technical assistance during the conference which also associated actively the Society of Indian Automobile Manufacturers (SIAM).

The over 140 participants from three score organizations were welcomed by Ms. Madhulika Prakash, Dy. Director General (Technical), BIS.  Inaugurating the conference Shri Rakesh Verma, Addl. Director General, BIS exhorted participants to make the best use of the opportunity offered with the presence of Japanese experts.  Shri L. N. Gupta, Joint Secretary, Ministry of Petroleum & Natural Gas (MOP&NG), in his presidential address complimented PetroFed for holding this second conference on auto fuels and called for evaluations of all options in formulating appropriate strategies while carrying out mid-course correction, if required, in the Auto Fuel Policy.

Mr. Shogo Saegusa, Co-chairman Fuels & Lubricants Committee of Japan Automobile Manufacturers Association (JAMA) in his theme address brought out the relationship between fuel improvement and vehicle technology and the transition of emission regulation in Japan.

 While proposing a vote of thanks at end of the inaugural session, Shri A. K. Arora, Director General, PetroFed drew attention to the recommendations submitted by PetroFed after the seminar organised on Auto Fuel Policy in 2006.  The Review Committee on the Auto Fuel Policy, set-up by the MoP&NG, had echoed most of the recommendations he added.  Particular attention was drawn by him to tackling issues of inspection and maintenance of in-use vehicles and research studies on fuel efficiency and cost effectiveness of different fuels.

The conference, which attracted quality participation from almost all related sectors and agencies, was spread into three sessions on each day besides the inaugural on the first day and a panel discussion in conclusion.  The subjects covered Fuels & Standards, Vehicular Emission & Environment, Next Generation Vehicle and Fuel Initiatives, and Alternative Fuels.
