India as a Refining Hub

India should leverage its geographical locational advantage and take forward the silent revolution in petroleum refining to emerge as a refining hub.  We already have a surplus refining capacity and more is likely to be added during the next few years, said Mr. L. N. Gupta, Joint Secretary (Refineries), MoP&NG while inaugurating a Symposium on “India as a Refining Hub” organized by PetroFed at New Delhi on March 22, 2010.

Delivering the theme address, Mr. B. N. Bankapur, Director (Refineries), IndianOil called for an integrated coastal hub incorporating not only large refining capacity but also petrochemicals and product handling infrastructure, including port infrastructure.

Earlier, welcoming participants, Director General, PetroFed, Mr. A. K. Arora drew attention to the technical expertise on refining available in the country and sought encouragement for the industry from the Government in making investments and returns more investor friendly.

During the first session chaired by Mr. B. N. Bankapur, there were three presentations covering refining in India and the global perspective, our export competitiveness, and the impact of gas on Indian refining and marketing.  The second session witnessed an intense panel discussion chaired by Mr. M. B. Lal, Member Technical (PNG), Appellate Tribunal for Electricity.  The panelists included Mr. B. N. Bankapur; Mr. Mukesh Rohatgi, former CMD, EIL; Mr. Susobhan Sarkar, DGM (Technical), IndianOil; Mr. Deepak Mahurkar, Associate Director, PwC and Mr. Vinod Panjwani, Head of Risk Management, BPCL.
