The key features of Competition Policy relating to macro-economic policies, competition law objectives and instruments with specific reference to the oil and gas sector was elaborated upon at a Guest Lecture at PetroFed Conference Hall on March 23, 2007 by Dr. R.S Khemani, Advisor, Competition Policy, in the Financial & Private Sector Development Vice Presidency of the World Bank Group at Washington DC.

Dr. Khemani, who has advised Governments and businesses in over two dozen industrial and developing countries on the subject also dwelt on alternative approaches to competition law, administration and enforcement.

The session was chaired by Director (Oil & Gas), Essar, Shri Suresh Mathur.  Also present was Mr. Roger M. Nellist, Team Leader, Department for International Development, London.  An overview of the important legislations and entry barriers in the Indian oil & gas sector that constrain private participation and competition was provided by Dr. S.K. Sarkar, Director (Regulatory Studies & Governance), The Energy & Resources Institute (TERI). 

The lively interaction that followed drew observations from Shri P. Raghavendran, President (Refinery Business), RIL and Vice-Chairman, PetroFed; and PetroFed Governing Council members Shri A.K. Hazarika, Director (Onshore) ONGC, and Shri N. Bhalla, Group General Manager, OIL.
