India-IEA Seminar

Following the signing of an MoU between the Petroleum Planning & Analysis Cell, Ministry of Petroleum & Natural Gas and International Energy Agency (IEA), Paris on cooperation in the oil & gas sector, the first India-IEA Seminar was organized in association with PetroFed on October 30-31, 2009 at New Delhi. The IEA is an autonomous body within the framework of the Organisation for Economic Cooperation & Development (OECD).

The Secretary, Ministry of Petroleum & Natural Gas, Shri R. S. Pandey in his inaugural address while lauding the efforts of IEA on analysis of energy data opined that they need to go beyond this to find lasting solutions for tackling volatility and uncertainty in oil prices.  He cited the four factors of declining production, declining reserves, increasing demand and inadequate investments in developing alternate energy sources which have resulted in volatility in oil prices.  The wide fluctuations in oil prices can not, however, be explained by these four factors, he added and called for effective demand side management through infusion of technology and investments in R&D in development of alternate energy sources, and intensification of exploration efforts on the supply side.

Participants were earlier welcomed by Mr. Sunil Jain, Joint Secretary (International Cooperation), MoP&NG.  There was an address by Mr. Didier Houssin, Director, Directorate of Energy Markets & Security, IEA and a keynote address by Mr. David Fyfe, Head, Oil Industry and Markets Division, IEA.  A vote of thanks was proposed at the inaugural session by Dr. B. Mohanty, Director, PPAC, MoP&NG.

During the course of two extended sessions during the one and a half day conference there were seven presentations by IEA experts and five by Indian experts.
